QUOVADIS Vehicle and Operator Tracking System


QUOVADIS is an integrated system enabling real-time tracking and monitoring of a fleet of land vehicles and operators. Position information from the targets is sent to control centres by mobile terminals, that can exploit diverse communication channels in order to maximise coverage; channels available include VHF/UHF radio, cellular telephone network, and satellite network. Furthermore the terminals can transmit status information to the control centres, enabling mobile operators to request intervention or support activities.
Control centres collect data generated by the mobile terminals and use them to enable real-time visualisation of the position of all targets on graphical workstations. There may be one or more control centres that can be located anywhere. The centres are networked in order to exchange information among them, so that all centres have full control over the area situation. Data are also stored for subsequent retrieval and processing (e.g. checking the route followed by one or more targets).

Main features

The QVM-1145 is the mobile terminal that transmits its own position to the control centre. Position information is obtained through a built-in GPS receiver. The QVM-1145 is primarily conceived as a vehicle-based device; its standard DIN form factor and 9–36 V dc power input make it easily installable in any kind of land vehicle.
In case the operator needs to leave the vehicle and proceed by other means, the QVM-1145 can be extracted and carried on a specially designed backpack to continue operation; its light weight and compact size ensure that operator movements are not hindered. The QVM-1145 built-in lithium-polymer battery enables reliable operation for many hours. In addition to providing tracking information to control centres, the QVM-1145 can operate as a two-way VHF/UHF radio for voice communication.
The QVM-1145 can exploit different communication channels to ensure maximum coverage:
  • VHF/UHF radio: This channel is the most suitable when there is at least one base station in line-of-sight. Communication is carried out directly between the QVM-1145 mobile terminal and the QVB-1145 base station; this results in immediate communication of the data and maximum reliability of the transmission. The QVM-1145 uses a TDMA access scheme over a 25-kHz VHF/UHF channel shared by all the mobiles in the same network, enabling efficient use of the radio spectrum.
  • Terrestrial cellular telephone network: This channel can be used wherever cellular coverage is available. Data are transferred via SMS or data connection, depending on the user needs. The vast coverage currently available for cellular telephone makes this channel usable almost everywhere.
  • Satellite communication: This channel is available worldwide and ensures that the terminal can be tracked in any part of the world. Any kind of satellite network (Iridium, INMARSAT, Thuraya, etc.) can be supported.
The availability and priority of each channel can be individually configured in order to best match the user needs in terms of cost and communication reliability.
The QVM-1145 can be optionally equipped with a ruggedised control module featuring a touch-screen graphical display; the module can be connected via serial port, or wirelessly via Bluetooth. The control module allows the user to display its own position, the position of other QVM-1145 mobiles nearby and of base stations, and to send short messages and distress alerts through the touch-screen.

According to IMO recommendations, to ensure safe navigation, many vessels are required to be equipped with an AIS (Automatic Identification System) transponder.
This technology, based on the use of GPS receivers, allows automatic position reporting by means of a simple VHF radio transmission. The position and ship identification is made available to all similarly equipped stations within range.
The AMW-1103, made up by the transponder unit AMT-1103 and the display unit MKD-1103, has been designed to implement all the functionalities of a class A AIS station according to the relevant international regulations (ITU-R M.1371 and IEC 61993-2 Ed 2.0 2012). Thus, the AMW-1103 is perfectly capable of interoperating with commercial AIS stations, receiving signals from nearby vessels (class A and B) and other types of AIS stations like Base Stations, Aids to Navigation (AtoNs), Search And Rescue (SAR) aircrafts and Search And Rescue transmitters (SART). 
In addition to the standard AIS behaviour, the AMW-1103 implements additional functionalities to support military and police vessels. These Secure Mode functions can be used to stop the standard broadcasting of AIS messages and/or to enable encrypted communications so that only the friendly AIS stations (e.g. other WAIS equipped vessels and base stations sharing the same encoding and password) can decode the information transmitted from the vessel. The DSC receiver can be reserved for encrypted communications on a user specified frequency, if desired. The Secure Mode functions comply with the NATO standardization agreements (STANAG) 4668 and 4669.
All the aspects of the AMW-1103, including the Secure Mode functions, can be configured and turned on or off by using the minimum keyboard & display unit MKD-1103 provided with the AMW-1103. Moreover, the user can access the MKD-1103 to send and receive text and safety messages; the user can also force these messages to be encrypted before being sent.
The AMW-1103 includes an internal GPS receiver to acquire position and time information; this information can be forwarded to other onboard equipment.
The AMW-1103 features a dedicated RTCM port to input DGNSS messages to the unit, enabling corrections to be forwarded to the internal GPS.

The operator interacts with the terminal through a touch screen monitor, in addition to the standard mouse and keyboard
The user will also have available, as standard equipment with the terminal, a pair of earphones (with microphone and PTT button),
and integrated speakers
Every operator can interact with the system through specific interfaces, with which it is possible to configure the parameters of the radio
resources available.
The operator can also verify the status of other operators in the network, can make full duplex calls to other terminals or PSTN lines, 
and can communicate through text messages. 
The main functions of the User Terminal are: 
● Telephone communications;
● Access to the remote radio devices in half duplex mode with transmission enabled by the PTT on the User Terminal  
● Visualization of the parameters of the radio resource in use (radio type, frequency, channel, status and so on);
● Control of the radio resource in use with the possibility to change channel, frequency and other working parameters;
● Ability to control and manage up to four simultaneous communications;
● Simultaneous reception on several different channels;
● Possibility to send the audio to several conversations at the same time;
● BITE function;
● Possibility to assign and configure audio communication to any output device such as earphones, speakers, and so on.

RTV-1077D is a vehicular transceiver for communications with and among ships in the range of frequencies 146 ÷ 174 MHz (marine band) in FM narrowband modulation compliant with MIL and NAV regulations, which is particularly fit for shipboard use.
The unit supports both half- and full-duplex communication. RTV-1077D functions include Class A DSC, dual watch (guard receiver), and 9600 bit/s data communication over a 25 kHz VHF channel.

The transceiver includes three independent receivers:
One receiver for audio communication
One receiver for DSC communication or dual watch
One receiver for data communication (9600 bit/s VHF Data Link)
The transceiver may be employed as a ground-based-station through the use of a 19'' rack-mount support including an AC power supply.
The device can be remotely controlled through serial ports (RS232 or RS422), using a dedicated remote control, a PC or a VoIP integrated console.

The ABT-1103 is an independent AIS base station conforming to relevant international regulations (ITU-R M.1371 and IEC 62320-1). Compliance with these standards has been certified by BSH.
The ABT-1103 can be easily integrated in a regional monitoring system according to the IALA Recommendation A-124.
